Introduction
The International Conference on Trustworthy Digital Infrastructure 2024, is being hosted by The Alan Turing Institute, in Cape Town, South Africa, on Monday 20 May 2024. This conference is a flagship event for the Alan Turing Institute's programme Trustworthy Digital Infrastructure for Identity Systems funded by the Bill & Melinda Gates Foundation. In its fourth year, it is an international forum for researchers, practitioners, open-source advocates and developers to present and discuss the most recent innovations, trends, results, experiences and concerns on achieving trustworthy systems.
About the event
Digital Public Infrastructure (DPI) aims to drive the development of three foundational systems that are seen to be essential to delivering economic opportunities and social service to residents, i.e. Identity, Payments and Data Exchange. Their aim is to ensure principal aspects of our lives become easier but are built upon trust, safety, interoperability, inclusion, and accessibility. To not only drive development and innovation, but to respect human rights and fundamental freedoms in the process. DPI can create vibrant and competitive economies as access to services become available to all aspects of society. These initiatives provide control over personal earnings, routes to business innovation and access to efficient government services. DPI also provides opportunities for achieving sustainable development goals, with availability to all being an important step to reduce inequality. In addition to this the aggregation and exchange of data supports health and well-being by providing health care over a lifetime, it also increases sustainable and inclusive economic growth, through the reduction of food insecurity in at-risk communities.
Digitisation is seen as an enabler with countries integrating and harmonising Civil Registration and Vital Statistics systems as a means for addressing critical identity related issues including the estimated 164 million under-fives unregistered globally. E-Government services are also expected to experience rapid growth, with the use of digital identity documents being expected to exceed 6.5 billion users globally in 2026, a 50% increase from 2022.
However, while this is positive, legal and regulatory frameworks are required to be rights-based, well-governed, fit-for-purpose and focused on the citizens that they serve. Also, while this rapid growth provides many potential benefits, new and emerging digital identity technologies have real potential to increase the threat landscape and the danger of system abuse. Therefore, there is a real danger of existential threat if there is not a continued and coordinated effort in addressing the trustworthiness of the digital identity and related services.
