Bio

Dr Phillip Morgan is a Reader in Law at the University of York. A leading expert in tort law, he is particularly interested in liability for AI systems. His work on AI and the law has been funded by the ERC and UKRI (amongst others). He has held visiting positions at Oxford, Cambridge, the University of Hong Kong, Trinity College Dublin, and Georgetown Law. He is Co-Editor of The Cambridge Handbook of Private Law and Artificial Intelligence (CUP, 2024), and Editor of Tort Liability and Autonomous Systems Accidents, Common and Civil Law Perspectives, (Edward Elgar, 2023).  He is the Law Lead for York's SAINTS safe AI CDT, an Editor of the Professional Negligence and Liability Reports, and the Book Review Editor of the Journal of Professional Negligence.  Phillip is a graduate of Cambridge, Oxford, and UCL, and a Barrister of the Middle Temple. He also holds appointments as a part-time ('fee-paid') Judge in the Employment Tribunals and in the First-tier Tribunal.
