Introduction
The Government’s National Artificial Intelligence Strategy encourages the public sector to adopt Artificial Intelligence (AI) to improve the delivery of public services. Doing this responsibly requires strong and thoughtful AI governance to ensure that, in pursuit of the opportunities offered by AI, departments demonstrate their commitment to securing and maintaining the public’s trust.
The Department for Business and Trade recognised the opportunities of AI adoption, and sought guidance from the Turing to develop a governance framework that would guide decision-making and ensure they put ethical values and practical principles into practice across the lifecycle of AI projects, securing successful and trustworthy design, development, and deployment of data driven technologies.
Project aims
The Process Based Governance Framework was produced by The Alan Turning Institute to provide a stepwise, comprehensive guide that supports DBT leadership and staff in the ethical adoption and use of AI and related data-driven technologies. Central to this guidance is the PBG Framework, designed to assist AI project teams in ensuring that the AI technologies they build, procure, or use are ethical, safe, and responsible.
The project draws inspiration from the Turing's AI Ethics and Governance in Practice project, an essential body of public policy research providing guidance for the responsible design and implementation of AI systems in the public sector. Process Based Governance in Action shares key concepts and many of the practical strategies found in the AI Ethics and Governance in Practice workbook series as well as the widely cited Turing publication, Understanding Artificial Intelligence Ethics and Safety.
